Without knowing which two hoses are connected together, it's hard to say for sure, but it sounds like it might be set up to operate as a low pressure turbo, opening the wastegate as soon as it hits base boost. Unless there is a manual boost controller hooked up somewhere that you didn't see. What kind of boost are you getting?
