The area behind the license plate has nothing to do with it.

To amplify on Joel's post, get the car up in the air to give yourself some room. Ramps work; I use jack stands. As Joel says, at each corner, there is a horizontal cover behind the airdam. It is held on with a combination of screws and some flanges. Undo the screws. This is usually the trickiest part. First, because there is always one more screw that you didn't see. Second, because the screws go up into metal fittings pressed into the plastic of the air dam. These metal fittings like to rust to the screws, so when you turn the screw, the fitting turns with it. Very frustrating. I'll bet you don't have as many screws there as came from the factory.

If the screws do just turn, my approach is to pull it down, usually with the help of a big screwdriver for leverage. This will pull the metal fitting out of the airdam. The solution is pretty easy - I go to the hardware store and pick up some large plastic drywall anchors and metal screws. I then push the drywall anchors into the holes. Look for anchors that will just fit into the holes tightly; the screws going in expand them and keep them in place.

With the horizontal cover off, you're looking up at yet another plastic box with a little hinged cover. Pop the cover open (very obvious). You'll see the bulb. It's held in with a metal clip. Study the clip carefully - which way does it face? Which way is 'up'? where do the ends clip. It's too complex to explain, but obvious when you see it. Why study it? Because when you unclip it, about 50% of the time it falls off. Now you'll have to remember how to put it back.

Take out the old bulb, and unclip the wire from the tang. Put the new bulb in, being careful not to touch the bulb glass with your fingers or ANYTHING greasy. Grease, even the normal oils on your fingers, cause a hot spot that will shorten the bulb life. So if you use a glove, use a clean one.

Installation is the reverse of removal.
