turned out to be the wire that runs from the trigger side of the relay (parallel terminals) to the switch.
check the terminals at the switch with the key on and the relays in. you should have ground on one, and +12 on the other two. i think middle is ground?
i had to run a new wire from the relay to the switch. i just posted about this a couple weeks (months?) ago i think. can't find it now, of course.
i ran a new wire along the harness. not too pretty but it works just fine.
