I assume that you can set the temp to LO, and no cold air. The first thing to check is to see if the compressor clutch is pulling in.
Look at the compressor - there is an outer pulley with the belt, and an inner section. If the clutch is disengaged, the center portion won't be turning. When the clutch engages, the center portion will spin with the outer.
First - start the car with the temp set at LO, and with the outside temperature above freezing. See if the clutch pulls in. It should pull in and run for a bit, then disengage.
What can go wrong? A bunch. The clutch could be bad (it's an electromagnet), or the ground wire could have fallen off. The power side of the clutch has a little connector - if that has broken, no clutch power, no AC. Look for a wire dangling off the clutch. If the clutch isn't getting power, that can be a lot. It can be a bad A/C relay - or just poor relay contacts. The A/C system has a lot of interlocks that will turn it off if the pressure is too low or high, or if it thinks the system has frozen up. The pressure may be fine and the temp OK, but it could be a bad pressure switch or freeze-up sensor.
If you're a do-it-yourselfer, you can get the wiring diagram and start tracing back. Of course, do a visual for broken wires, etc. Next, find yourself a shop that does A/C. It sounds like your mechanic has reached the end of his expertise beyond 'it's charged.' I'm never one to push someone if they have already declared ignorance. A decent A/C shop will be able to trace the problem quickly. There is nothing special about Saabs in this respect, so they don't have to be Saab experts.
