Is the thermo fan switch turned on when radiator reaches the trigger temperature ?
If so, then is the low speed fan relay energized ?
If so, does the relay contact pass enough current to turn the fan on ?
My guess is if the thermo switch is doing it's job, then you should get the relay to close and try to supply voltage to the fan through the big fan resistor. Is the resistor good and the soldering on the resistor solid and can pass enough current to turn the fan on ?
You have the advantage of having another 1994 9000 in your fleet, I presume you can try swapping relays and such.
I don't think the 1994 radiator fan is still controlled by the radiator thermal switch, resistor, and fan relays (high and low speed).
