The following is purely a guess: As I recall, the DICs have date codes on the label, typically something like "9601" to indicate that it was produced the first week of 1996. So, if you find a "9601" code on a 1996-1997 car, chances are it is the original part.
That said, one that is a few years old may be fresh. I have had an unused new DIC hanging around for a couple of years already, the date code is several years old even though the part is new. If the DIC was in inventory, the date code may not be fresh. In any case, a newer part will not match up with the model year of the car - although the part could have been used and reinstalled.
