Headlight and windshield washer problem

I have a 1995 9000 Aero. Lately, when I pull the wiper control stalk, fluid squirts out of the headlight wipers but not from any of the windshield nozzles.
I pulled the hose from the T-shaped check valve under the hood to see if it was blocked, but no fluid came out of the hose.
As I remember it, the headlight washers and wipers are only supposed to come on when the headlights are on. I get spray and wiper motion whether the headlights are on or off.
Any ideas?
