IF the one-way valve on the valve cover were either installed backwards, or had failed open, then turbo boost would pressurize the crankcase and could drive some oil up the dipstick. However, it wouldn't impact compression.

When I hear low compression and oil out the dipstick, I think of blow-by. This is when the piston rings are either badly worn, cracked, or missing, badly worn cylinders, or a combination. When the fuel-air mixture in the cylinder burns and expands, it 'blows by' the piston rings and pressurizes the crankcase. This pushes the oil up the dipstick.

As the mechanic if he did a 'dry' or 'wet' compression test. A dry test is where they check the compression of the engine as-is. In a 'wet' test, they drop a tablespoon or so of oil into a cylinder, turn the engine over a few times, then check the compression again. If the compression increases, it points to worn cylinders/piston rings. The excess oil coats the cylinder walls (hence the 'wet') and provides a seal - for a few engine revolutions, anyway.

Low compression wouldn't require a new engine - but it would require engine work. If the cylinder walls are in decent shape, a honing and new rings would help. Of course, depending on the overall condition of the engine, a replacement engine, even a used one, may be a better solution.
