In the early years of the 9000, the toggle between high and low beams was an actual 'push on - push off' switch inside the stalk. It had a little cam that would pop back and forth, and that is where the high/low beam selection was.
In later years, the stalk just had a momentary on-off switch. The toggle function was in the headlight relay itself.
I know the '86 had the toggle switch in the stalk. I know the '88 had the toggle function in the relay. I'm not sure where the '87 sits, and it may have been a running change during the year.
It doesn't hurt to try and find the headlight relay and see if the large solder pads are cracked - that's common. But if your car isn't configured that way, you might need a new stalk switch.
