did you orient the pump correctly and also there is a depth measurement too. pushing it to the bottom, while it seems the way to go, won't get you there. on the 85-87 the pump should be oriented so that the pickup is directly to the rear (I just changed the prepump on one of my 87's - the noise of the prepump whining was making me nuts! - now I can run it to over 400 miles on a tank again!). Externally (at the top of the pump) you can tell the orientation by looking down at the top of the pump - there is a diamond shaped center piece that runs right thru the middle of the top where the fuel line is. It's aluminum or something that looks like it. point it front to rear and it will be oriented correctly on the bottom.

ALSO - if you have the old style "bowtie" pickup it has been superceded with the new flat style pickup with a screen. look at eEuroparts.com under fuel and you will find alot of good diagrams and information, as well as a great place to get parts.
