However, you have the original design in your '86. There were various running changes through the years in order to make the system work better. It wasn't until at least the early '90s until (in my opinion) they got it right. So that said, be aware that you may not be able to fix it.
The 'bulb check' relay is the long relay at the front of the relay panel. In the early design (which you have), it measured the current through bulb pairs with a bunch of special relays with dual coils - on to each bulb. If the current was the same in each coil, on or not, the relay stayed open. If the current was unbalanced, the relay closed. Great idea, didn't work for stink. If the pictogram is on with your foot off the brake (and you know the brake lights are off AND the headlights/parking lights are off), then all it can be is one of those relays inside the bulb check relay getting flaky.
If this problem shows up with your foot off the brake but you have headlights or running lights on, or any turn signal, then that indicates a grounding issues still to be resolved.
If you have tried everything, with the early pictogram there is no shame in actually disconnecting the pictogram bulbs. It was a troublesome system when new - that's why Saab went through so many re-designs. Most cars can be made to work pretty well, but some cars will always have problems with it. Add 20 years from when it hit the showroom floor, and those problems don't improve.
