Yeah, the low beams on the 9k are almost useless. Atleast in my experience. In the city at night I'm always checking to see if my headlights are ON! Here's what I've done to remedy the situation: I've modified 9005 bulbs (high beam), to fit the 9006 sockets (low beam). They're about 15watts brighter, and without the endcap on the bulb, which is fine because there's a cap built into the headlight housing. and I've taken the headlight assemblies out of the car and have soaked the whole thing in soapy water to cleanup the reflectors. The difference is night and day (pun intended :D,). With the high beams on, its using FOUR 9005 bulbs! I swear I can see a mile down the road with the highbeams now. I just realized that you were referring to the old style headlights that use the 9004 bulbs :P. The 9005 bulb trick will only work on newer CS/CD's that use 2 bulbs per side instead of 1. The cleaning of the reflectors still might help you. Also while I had the headlight assemblies out, I was able to unfreeze each of the stuck adjusters and I'm now able to aim the headlights, this may also help you. I'm not sure about the older 9k's headlights, but on my NG900 I can easily seperate the glass from the housing to really clean the reflectors (you'll see clips if the glass is removable, otherwise its stuck on there forever). Just be sure not to use any solvents or even windex on the fragile reflectors, a mild warm water/dawn mixture seems to work the best without damaging anything.
