It doesn't HAVE to be a Tech 2 tool...
the guys at an AutoZone or other auto parts place have an OBD-II code reader that will read the code, print out a description, and clear it from the car (turning off check engine light), all as a free service.
That's the (only?) nice thing about OBD-II, it's a standard set of codes readable by any OBD-II code reader.
If you have a laptop, you can also get an OBD-II interface and software so that you read codes, clear them, and also get engine diagnostics and information while the car's running - i.e. you can chart the car's intake temperature as you drive if you've got a cold-air intake, or you can watch the ELCD charcoal canister purge valve to see if it's opening/closing, or you can see the voltage values the ECU sees for the O2 sensors without having to tap into them with a multimeter... plus lots of other stuff. It's kinda fun, really... and my local shop guy with a Tech II actually showed me what some of the stuff means since the Tech II reads the same data (i.e. the aforementioned purge valve shows up on the laptop AND the Tech II as a "Short Term Fuel Trim, Bank 1" or something like that).
