The red thing at the top is the Direct Ignition (DI) cassette. The leak you're seeing is most likely from the valve cover gasket - the valve cover is the black thing on top of the engine. The gaskets do leak over time. Replacing it is about an hour's work and about $20 for the gasket and some sealant.

First thing I'd do is pull the spark plugs. Make sure they're gapped properly and in good shape. If they aren't the NGK's specified in the manual, replace them with the specified NGKs. NO SUBSTITUTIONS! This car is very sensitive to spark plugs and plug gap. Just because the parts guy says that the BelchFire 2001 plug is identical doesn't mean you should use it.

Here's what I would do with any car, not just a Saab-

Brake fluid flush - every 2 years.
Coolant flush - every 3 years. Replace thermostat at the same time with the Saab OEM thermostat. No substitutions.
Automatic tranny - drain and replace every 15K miles. Manual - drain and replace every 30K.
If you don't know the last time these were done, assume it was too long ago and the car is due.

More Saab specific-
Replace serpentine belt every 30K miles (very conservative, longer is OK, no more than 60K).
Replace idler and tensioner pulleys every 60K (also somewhat conservative, 75K OK, no more than that). I simply replace the pulleys every other belt change.
Inspect the harmonic balancer (main pulley) for rubber sticking out from the face of the rim. With a little white paint, make a mark on the face of the pulley (not the belt side) right at the rim. The pulley is a sandwich of an inner and outer pulley, with some rubber in the middle. If that rubber disintegrates (when that rubber disintegrates), the inner and outer portions shift. Not pretty. By making the marks, you can easily do a quick inspection every so often - if the lines don't line up, you know the pulley needs replacement.

Check operation of all brakes, measure the rotors for thickness.

Inspect motor mounts for cracks in the rubber. A few minor cracks on the upper mount are OK; cracks all the way through are a bad sign. Inspect the lowers - no cracking allowed.
