TCS is killing my Aero

TCS may have permanently killed my 94 aero. I've had numerous TCS gremlins but the latest I cannot figure out. The safety valve on the firewall keeps tripping (according to the code) and I keep having to take it to the dealer to reset. I replaced it with a new one but no help. My mechanic says the electronic voltage going to the valve fluctuates which is tripping the code. Has anyone had this issue? Is there a bad connection - ECU - throttle body? The code says safety valve so I'd hate to spend big money replacing parts and not fix the problem.
