As the others have said, it's standard. It locks when the doors lock, unlocks when the doors unlock.
Open the filler door and look at the rear side. You should see a little pin. Leave the door open, and lock the doors. See if you see the pin - it should slide out. It is possible that it's moving, but not enough to engage the hole in the filler door.
Inside the trunk, right behind the filler door, you should see a little wire coming out of the upholstery with a plastic tag on it. That's the emergency door release. Make sure that isn't snagged on something, being always pulled and therefore keeping the door unlocked.
One very real possibility is that the door actuator was disabled. I've run into a few filler door actuator failures - interestingly, both in newer 9000 ('97s) - never in older ones. The failure mode is that when you unlock the doors, the filler door actuator sounds like a crazed woodpecker for about a second. I believe it's due to a bad spring in the actuator. The quickest and easiest approach is to unplug the actuator until you get around to fixing it.
If you peel back the carpeting in the trunk behind the filler door, you can peek in. Pull it down from the top (speaker). It helps if you pull up the rubber hatch gasket - don't worry - it just presses into place. You should be able to see a metal bracket with the electrical connection, and the actuator behind it.
