First, a sticky wastegate won't make the BPC work any harder. The wastegate actuator is just a piston that moves under pressure. The BPC vents pressure to the wastegate actuator. But that pressure doesn't change if the wastegate doesn't move, or if it does.
A stuck closed wastegate would show up as overboost. A stuck open wastegate would show up as lack of boost. If you're concerned, two tests-
1 - with a COLD car, reach under the turbo. The wastegate actuator has a rod that goes to a lever under the turbo. The lever rotates slightly. If you pull on the rod, you should be able to move it around 1/4 - 1/2 inch or so, out from the actuator. It will be hard to move - you are pulling against a powerful spring. If it won't move at all, it's stuck.
Why a COLD car? Because if your reach under the turbo on a hot engine, you'll read "SAAB" backwards in your hand for the rest of your life.
2. With a pump, like a Mitty vac or the like, apply pressure to the line to the wastegate actuator. At about 4-5 psi, you'll see the rod on the actuator move. You can't make the actuator move by blowing into the hose with your mouth - human lungs can't produce that much pressure.
