While some folks here have had some luck replacing the controller (which is the culprit in your fan not turning at the moment), the REAL culprit here is that your fan motor has got stiffened-up bearings from age. The result of this is that, though the fan turns with battery voltage, it is drawing excessive current. This excessive current passes through the fan speed controller (also called "resistor" or "transistor" on this board) and fries it.
You would think that if you replace the $150 controller, you'd solve the problem. Unfortunately, most frequently it's only a temporary fix until you replace the bad motor. You don't want to keep throwing $150 controllers in there, although you could take your chances and see how you do.
It's important to remember that Abusot's test is NOT a valid way to rule out a bad blower. I don't know how one would test for proper current, but that would be the way to do so.
You'd think that the fuse would blow if the circuit's overloaded. Unfortunately, in common with lots of other makes, the controller takes the punishment instead until it's finally unable to stand the abuse.
So: I recommend planning on replacing the blower motor, together with your controller, now. It will save you time, money and frustration in the end.
