Some thoughts about your problems:
Most likely brightness switch has a loose contact or soldering joint. Next time you loose your light, tap on the switch (to the left of the steering wheel), if it comes back- switch is your problem.
Central locks- there is lots of stuff that can be wrong- from loose contacts and bad grounds to fried cental lock ECU. Try to do some search here- lots of info available. The only suggestion I would like to make is whenever you told to buy new ECU- don't rush, sometimes resoldering contacts is all you need. I also included link to excellent repair page below.
Hood latch- cable is probably broken- requires some work to open a hood and replace the cable.
Can't help with the seatbelt, I'm sure others will shime in.
