aluminum wheels get corrosion under the bead sealing area. they should have checked and fixed it with your new tires, but apparently they're not that bright.
you could try taking it back and ask them to have a look at it, or go somwhere and get it dealt with.
the tire will have to be dismounted again.
do you know if they changed the valve? new valves should be included whenever a new tire is put on, but from the sounds of that place it may not have happened. that could cause it too.
