Take off the small hose to the Bypass Valve and suck on it to see if it holds vaccuum. This will test if the membrane is intact. Does it sound kind of like a drunk turkey when you are boosting?
Search for BPC on this board and you should be able to find out how to test the solenoid. I remember doing it from advice here or maybe townsends site and it wasn't hard at all. There are only three wires to the thing if I remember correctly (POS, GND, APC Signal) You should hear a click when you turn the key on right before you start the car. Other than that, I forget what's involved. The fact that you get boost with a manual BPC and not with the solenoid makes me think it's bad though.
Side note: I had to re-adjust base boost and max boost when I installed my group 6 chips. Max went from 10 psi or so to around 15.
