The memory seats and the non-memory seats are somewhat different. The non-memory seats drive the motors directly from the switch. On the memory seats the switch just commands the control-box to tell the motors what to do.
The harness is completely different, and the memory seats have two +12V inputs - one is ignition-switched for motor power and one is always-hot for control box memory. The switch is completely different. The motors are the same but there's potentiometers that snap onto the output housings to tell the control box the current position of that drive.
What did your CS have (power non-memory both sides?) and what do the CSE seats have (power memory drivers, power non-memory passenger?) Have you confirmed that you really have the right voltages on all the pins on the connector in the car? Do you *know* that the CSE seats worked before you got them?
The '93 Aero seats in my '92 9000T are Frankenseats, parts of both sets were shot and the Aero passenger seat didn't have memory and one of my '92 seats had a defective memory-brain, so I pulled all the mechanicals and electronics out of all the seats and put the Aero seats back together with the best bits, so now I've got Aero seats with memory on both sides.
