Thanks all for the feedback. It made a lot sense that oil should float on surface in coolant, which I did not see any. The guy brought the car to his mechanic (unfortunately, both of us are very busy, and this is his only car, so I could not arrange a time for my mechanic). He said the mechanic pushed some pulley (I believe it's the tensioner pulley's shock cylinder), and the noise was much lower. So I decided to buy the car for $3000, or a couple hundreds lower, since the ignition switch needs replacement, and there is a rust spot 2inch by 2inch at the bottom of each rear door.
There's one thing though, the car's hood does not align well. It is tilted more to the driver side. As a result, the gap between the hood's side edge to the passenger side fender is almost half an inch, and there's almost no gap between the hood and the driver's side fender. Would it be very difficult to bring the alignment back?
