As I said. I don't see in my Saab factory manuals that the power to AIC is run over a 5 amp fuse???
I can tell you though that the pre heating element to oxygen sensor is using a fuse and those wires are blue/red too.
Are you sure it is the same wire at AIC as over by that fuse or do you only go by that they have the same color?
The AIC should not get power more or earlier than the fuel injectors, so check at the blue/red wire on one injector if you have power there, if not, crank the car and see if you have power. If you have, check to see if you have power at AIC while cranking too.
Pin 1 and 3 goes straight to pin 10 and 23 of ECU. Those are the two ground signals that pull or close the AIC valve.
