I have a 93 CSE wwith TCS. I've been through the TCS LHM horrors, but that is (I hope) a thing in the past. I documented my experience on this board, you may find it helpful (so just search on me, it was about 1 year ago).
My bottom line experience: After changing the safety valve and all the vacuum hoses (which were in terrible shape) I came to learn that the care had a bad wheel speed sensor, and this confused the ABS computer. The TCS computer talks to the ABS computer, and somehow the TCS computer got word that something was a miss and it went into LHM intermittently. Sometimes a on/off/on restart would clear the LHM, sometimes not. I changed the wheel speed sensor and had SAAB dealer clear the ABS computer. Its been ~20,000 miles and I haven't had a TCS issue since.
Since you get CEL, your case may be due to a bad electrical connection or vacuum hose. You can clear the CEL by disconnecting the battery for ~1 hour. If the problem is gone, CEL will be off. If the problem persists, CEL stays on.
