Ya ain't gonna believe it. None of y'uns. All problems are fixed and I didn't replace a thing (again). I read someone said a bad electrical connection was the root of a melting fuse. So I decided to give all electrical connections and solder joints a once-over. I even unbolted the entire fuse panel under passenger's dashboard and pulled it out (carefully). From behind, you get a whole new perspective of fuse panels. I thoroughly inspected all connections and noted what wire went where. Very interesting. Because I knew damn well it was always the same fuse that melted, at AC (20A), I pulled both wires off back with surgical hemostats and used sterling silver solder to connect to a new, industrial strength (I believe they're used for marine/boat purposes too) Rubber coated fuse housing. Then I completely went over the fuse panel under dash. Retested both relays for fan (fan relay and highspeed). Low speed wasn't making a circuit! So I re-checked where I made a previous new bypass and noticed the wiring connection was broken (from where I didn't solder together a year ago but just joined them with the screw-on type electrical connector and wrapped with electrical tape. Retested the relay after I made a new connection and joined together with sterling solder and it triggered the fan!

Moral of the story. If I think I fixed it and a year later it acts up the same way, then recheck what I did when I was a year younger and a year dumber!
