Overboost and "Check Engine"...!

I have been having overboost issues for a few weeks now. If I mash the throttle fast it will boost well beyond the end of the red and trigger the fuel cutoff with a violent lurch or just stubles or hesistates. This happens more frequently on downshifts. If I feather the throttle a little or put the pedal to the floor slower, it usually boosts normally and smooth. I have read about checking the BPC and the plugs were service back in Januaury (16k miles ago). I will check for vacuum leaks as well. Is there anything else I should look at?
Also, just yesterday the check engine light came on. Is there any way to read the error code with out going to a dealer? If not, how much do they usually charge to read errors? Might this be related to my overboost issue?
There are no other problems with the car. It starts and idles fine, my fuel consumption is normal and I run 93 octane.
