You should be able to simply pull up on the lock button, and then pull the handle to open the door. All the actuator does is push the same linkage that the lock button on the top of the door moves.

I'm also assuming that you are trying to open the door from the outside, as the inside latch won't work if the childproof lever is set.

So I'm going to assume that the lock button on the top of the door either doesn't move, or pulling it up doesn't unlock the door. Assuming that BOTH the button and the actuator aren't doing their job, it means that there is a broken linkage right at the door handle. There is a small lever that moves when you pull on the outside door handle or pull on the inside door handle. That lever engages the latch mechanism. All the lock feature does is make that lever just miss the latch mechanism. If something breaks, falls off, or just gets far enough out of whack, the door won't open.

That means you need to pull the inner panel. It's a little tight, but you can remove it with the door closed. The screws are easy to access (at the door latch, at the handle, at the sides of the bin. I can't remember if there is a courtesy light at the bottom of the door - you may end up breaking the lens to get to the screw there - sorry. The only tricky part is that the bottom of the door is held in place with snap pins. You need to pull the bottom of the door out a bit. I've used a short putty knife to start the door at the bottom, coming in from the front of the door to get the bottom pulled out. You then pull the bottom of the door out. From there, you can pull the door panel up and off.
