I have a '92 turbo in which I installed the SwedishDynamics lowering springs (40mm drop). The performance was incredible. The car felt like it was on rails. I did have a problem with clearance however because on top of the lowering springs I had 215/40/R16's on Aero rims, which dropped the car even more. The down pipe was the lowest point on the car, at about 2-3 inches off the ground. Lucky for us, the down pipe is located between the two front wheels, so it cleared most speed bumps. To be realistic, having the car that low deffinitely added a lot of repair costs (exhaust mostly), but the car was so fun to drive, I still stick by that mod.
Now the real problem with that setup was the combination of lowering springs and lo-pro tires. With one or the other the setup is great. A friend and I both have '93 Aeros. His is lowered and has 17's with 215/45/R17s. The car rides great and has no clearance problems and looks stunning hunched over the tires. This is what you should go for.
