You can still buy the heater flap from Saab. Just need to take the blower motor housing out and replace the flap.
Since this repair only needs to be done ones if the lifetime of the car, it is not that big deal to do it right.
When you have the blower housing out, make sure you pull the heater core out and inspect/repplace it and also maybe replace the blower motor. After that you won't have to worry again about those pieces.
The repair kit as Wingerr states, only works when the arm is broken halfway down the arm and I have yet to see them break in that way, but the arm always break off right where the shaft sticks out of the housing.
