Another air conditioning problem thread.

I have 98' CSE with ~140k miles. Black leather, black car and it gets very hot when i leave it in the parking lot. When I turn the car on the a/c blows extremely cold, but it'll only blow cold for a minute maybe three, then it'll quickly fade off. This happens regardless of speed, parked/city/highway driving. I've popped the hood and observed the car with the ACC on lo, after it has been sitting for a while. The a/c compressor belt spins, along with the wheel inside of it. After 2-3 minutes theres a new hum/change in frequency and the wheel inside of the wheel which spins along with the belt stops spinning. The air stops blowing cold at around this point.
I have learned that by turning the a/c on for a minute or two, and then turning it off for ~10 minutes, I can cool off the car, but its a major pita on long trips. Not to mention I usually forget and then I'm stuck without cold air for a long time.
What could the problem be? I spoke with the previous owner and he said the last time the 134a was filled up was two summers ago. But when it works it blows very cold, so I'm not sure thats the problem. I'd prefer to fix it myself then bring it to an a/c shop. If possible
