The ECU rarely fails, and even if it did, it is unlikely it would prevent the car from turning over. And the brakes would definately NOT cause that problem.
When I hear a seller say 'it just stopped, I don't know what happened,' I immediately get worried. Maybe it was because I had a former girlfriend that ran out of oil and siezed the engine. She used that line to great effect. There can be a lot of things that can cause this, from a bad battery connection to a ruined engine, with many things in-between.
As yaofend says, start with a known good battery. If the engine doesn't start, under NO circumstances believe what the previous owner said. He may be wrong, he may be lying, he may be right.
There are many posts in the archive about No Start. Since the engine isn't cranking, that rules out a bunch of things. With a good battery, turn the key to ON. Do the dash lights go on? If not, it may be bad battery cables, bad main fuse (right at battery), bad key, or bad main relay, in that order. If the lights come on, but you don't even get a 'click' when you turn the key to start, it may be the anti-theft system. If you do get a 'click' but the engine doesn't turn, it may be a bad starter.
There are so many simple things it could be, don't even think about replacing electronics boxes ($$$) until a lot more troubleshooting has been done.
