the catatlytic converter is an exhaust restriction, it takes more energy to push the gas through one, then a hollow pipe. Of course getting rid of the catatlytic converter will give you better performance. In cars with the odb-2 system, there is a o2 sensor behind the cat to make sure its doing its job, if its not it will throw a check engine light. But I'm pretty sure '94 9ks dont have the rear o2, so this isnt even an issue.
I have own a '98 9k, and I had a cel for the longest time because of the 2nd o2 telling me that the cat had failed. I replaced the exhaust with a 3" dp and cat and noticed an decent improvement, mainly in the speed turbo spools up in 3rd/4th gear, and exhaust note.
If you plan on eventually upgrading to a stage 3 or beyond, the 3" downpipe is required so you might as well do it now since the cat has to be replaced. Or you could just remove it all togeather, but you probably wont pass inspections..
