You should have a LH2.4 or above system, so you can read out the fault codes.
Go to the FAQ (bottom of the page) and see the LH System overview under the 9000 section. (http://www.saabnet.com/tsn/faq/lhoverview.html)
You can read out the LH codes with just a wire to ground and using the CEL. If you have a bad CPS, it would likely be a code of 24221 or 44221. I have a more comprehensive listing than in the FAQ.
Other things to check - after you try starting the car, pull out a spark plug or two. Is it wet with gas? The fuel pump may be running, but that doesn't mean that the fuel is getting to the engine. A coupling in the fuel pump could have failed, and all it is doing is swooshing the fuel around in the tank, like a washing machine. Or the fuel injectors aren't opening - again, fuel is flowing, but just not to where it is needed. We plugs at least let you know that the fuel is getting there.
The other thing to do is to see if the DI is working right. Pull it out and flip it over. Take four spark plugs, and plug one into each boot. Get some wire and connect the ground (metal body) of each plug to chassis. A trip to Radio Shack to pick up some alligator clips would help. Believe it or not, there is a Saab Special Tool just for this, and it is just a tangle of alligator clips. Each plug MUST have a ground return - they can share one wire, but they all must be grounded. Try starting the car and seeing if the plugs spark.
Yes, you've replaced the ECU and the DI. But it could be that there is a broken electrical ground, or the main relay is dead and provides no power to the ECU. You can swap out ECUs forever, but they may not be getting power. After checking for fuel (wet plugs) and fire (sparks), try reading out the LH codes and let us know the results.
