If the ABS has a fault, it will turn on the TCS light, because the TCS uses the ABS system. That doesn't mean you are in Limp home. The engine should idle just fine in Limp home. So I suspect you have at least two problems.

As to the ABS, I'd agree with Tim. Chances are the ABS is doing its start-up test and failing it. Since the car isn't moving, the ABS test would be the one comparing the resistance of all the ABS sensors. If one sensor isn't connected that would cause the ABS light.

After doing something as major as a HG, I'd suspect something didn't get hooked up properly. Check all vacuum lines, check to make sure all the injectors are firing, make sure the AMM is hooked up right.

My recommendation is to ignore the ABS lights completely and just assume you didn't hook something up correctly on the engine. Get it running (find the big vacuum leak), and THEN worry about the ABS.
