They could be tied together - not quite sure.
Your car came with Daytime Running Lights (DRLs). There is a DRL relay that illuminates the low beams when the light switch is in the OFF and Parking light position, but goes away when the headlight switch is set to ON.
The first thing I'd do is check ALL of the headlight fuses. That's 31 and 11 in the glove box, and 5, 6, 7, and 8 in the electrical distribution box in the engine compartment. It's most likely not 5-8, but check anyway. After that, I'd start to suspect the headlight relay, and various insundry grounds.
As to the flasher, that may or may not be related. Check fuses 12 and 22. It does share a ground with the DRL system (G201, left side of dashboard), but a bad ground there probably wouldn't cause both problems.
The headlight/DRL/turn signal system is pretty interconnected, so it is possible that a single bad ground could cause some serious havoc. But I'd try and troubleshoot them separately, first.
If you go to http://faq.saabnet.ru/_9000/electro-schemes/1997/, you'll find schematics for the headlights and exterior lights (turn signals). It's for a '97, but the wiring is the same for your '96. Not as good as the factory electrical manual, but it's a place to start troubleshooting.
