oil burning, what if its the turbo seals?

I've posted several times to chronical the story of blue smoke from my 93 CSE with 247K+ miles. All along I suspected valve seals because the smoke is worse at start up (as if a pool of oil gets burned away). Now, I notice significant puffs of blue smoke while at idle or taking off in first gear even after the car has been running for many many miles. Either the valve seals are getting really bad, or the problem is else where, like in the turbo (ad was suggest to me in a post a few days ago).
Anyone know of an inspection procedure that I can do to evaluate the turbo as the source of the blue smoke? Will Yeofang's test for slop in the shaft at the intake side suffice? Look for oil in the hose to the intercooler? Does the oil need to go from turbo to motor to get burned into blue smoke, or can the turbo's heat burn oil right there (but it shouldn't be so hot at start up)??? The turbo performance remains great, btw.
