waste gate question...

The waste gate in my 95 CSE 9KT makes noise. So I dropped the exhaust (an annoying experience getting at the top nut in by the motor) to see what's going on. The waste gate is a disk mounted on a shaft that attaches via a lever arm to the waste gate control rod. Apparently on the 95 Saab put a c-clip on the waste gate lever (the hole in the lever shaft is still there, which on my 93 CSE had a cotter pin).
With the engine off (of course the engine is off!) the waste gate disk is not snug up against its outlet in the turbo (normal?). However, there is a lot of slop in the disk on its shaft, and this is certainnly te source of the noise when I rev the motor. I haven't been able (yet) to disconnect the control rod, so I can't open he waste gat further to see what's going on on the (upstrean) side of it. The turbo impellers have apparently no play at all, radially or latterally.
Question: Why is there so much play in the fit of the wastegate disk on its shaft? Is the a problem that may evolve to kill the turbo? Is this repairable??????
thanks
Ed
