There is a "First and Reverse" lock-up valve in the valve body and if it becomes stuck in the "stroked" position it would prevent the reverse input drum clutch from being applied. That's a problem which could be fixed by pulling only the valve body. Look at the low/reverse clutch accumulator while you're in there but it would have to be jammed in a position that's somewhat improbable to cause this problem. The bushing in the reverse input drum sometimes slips forward in it's bore and blocks the reverse input clutch apply circuit thus preventing engagement of reverse (only). I used to install new bushings with Loctite 618 so that they wouldn't slip. You must pull the entire unit to do that fix and it is quite likely that this is the problem (sorry). There are a few other less likely possibilities but they require pulling the unit also. The govenor doesn't do anything when in reverse, it only helps determine shift points in forward gears.
