In the US, the 2.0L engine used a different Jetronic (fuel computer) version than the 2.3L. The 2.0L uses a version 2.4, while the 2.3L used a version 2.4.2. There were an number of changes to the engine controls and sensors that could make it difficult to just swap engines. The throttle position sensor is a switch on the 2.0L (three positions: closed, part throttle, full throttle) while the 2.3L has a potentiometer. The idle control valve is completely different (three wire versus two wire, can't remember which is which). The DI/APC on the 2.0L uses a pressure sensor under the dash to register boost pressure, while the 2.3L DI/APC calculates intake charge by using a temperature sensor in the air duct between the turbo and the throttle.
Then you have the fuel mapping problem smeter brings up. If you decide to just swap the blocks and use the 2.0L engine management system on the 2.3L engine, you are in uncharted territory. You will need someone with access to the Jetronic fuel maps and access to a wideband O2 sensor to work out the injection characteristics.
Ideally, you would move the wiring harness and all of the ancillary components from a 2.3L donor car to the 2.0L. This would also mean a new SD chip for the DI/APC, as that is different, plus a new chip for the fuel computer.
At a certain point it becomes more cost effective to buy a 1991 turbo and sell your 1990! If you had a 1991 wreck that you got for practically nothing and lots of free time, then I guess it could be done.
You could try posting this to the performance board. Someone there might have some suggestions for more power from what you have.
