running rich on restarts....black smoke puff

For sometime now, I’ve been experiencing a small puff of black sooty smoke on my 98 9000cse after restarting the car. This only occurs after the car has been running for a while and everything is up to temperature. I’ve recently changed the plugs, vacuum lines, ran a can of 44k, and replaced the check-valve. This didn’t help.
My mechanic suggested that it could be the DI not burning off unused fuel on one of the cylinders, and since I had a new spare to try that out. The car continues to puff away with the new DI cassette. I’m thinking the o2 sensor might be playing a part or possibly the intake air temp sensor. Anyone have any ideas?
This isn’t really a major concern just a slight annoyance. The other, I think, related issue is that when I restart the car the idle spikes reving up to about 3000rpm for a second or so,and when I come to a stop and take the car out of gear (it’s a 5spd) the idle drops smoothly to 1500 then sticks for a second or two and then sits nicely at 800/900 rpm. The previous owner said this was due to something his mechanic adjusted to increase boost? Thanks for any suggestions
