Today I did more diagnosis on the non-start problem of my 96 CSE. Since I was by myself, I started from the one-man steps of Ari's check list. First, jump fuse 22 and 14, the pump runs, which was a very distinct whirl that could not be missed if it's there. Then remove fuse 23 for 5 seconds, turn key to ON, nothing happened. Remove fuse 23 for 5 seconds again, use a multimeter between fuse 14 and ground, then turn key to ON, no voltage on fuse 14 at all. I then tested 86 socket of the fuel pump relay, it was 12v.
So it looks like the fuel pump relay, I went to the dealer and get a new one, put it on...everything remained the same :(
So the relay is OK but it does not deliver any voltage to fuse 14. I turned over the fuse panel, and after a hard search, I found a melted wire. The wire is black, comes out of one of the sockets of the fuel pump relay, and it was melted, without about 1 inch free end hanging out of the relay socket. I also managed to find the other end. So is this my only problem? I don't know. When I first had the non-start problem, my first thoughts was to check the fuel pump relay, as it's the easiest. Without a good one at hand, I used the rear window heater relay, which is exactly the same. But one second after I turned the key to ON, smoke came out of the bottom of the fuse panel. I removed that relay as quick as I could, guess that was when the wire was melted. But why did it not start before this happened, I don't know.
Now I need to replace or splice that wire before doing any more testing. Has anyone done that before? There are about 1 million wires at the back of the panel and the two free ends are both buried deep :(
btw today while checking the engine, I found the hose for PCV fell from the nipple on the intake. I am sure that would create a lot vacumm leak, but could that be serious enough to cause non-starting?
