I had a similar slow leak in the PS line on my 1994 9000 - this is not uncommon. I had to replace the rack for other reasons, and while I was at it I had the lines rebuilt by a local hydraulic shop - no more leaks.
I don't believe that you can do any good with a hose clamp on the SAAB PS line unless you remove the existing crimped fitting first - and even if you do that, I'm not 100% sure. Note however that I did something similar to this on my Audi (removed factory band clamp with a Dremel cutoff tool, installed a worm-drive hose clamp on the line) and it stopped the leak. Since the Audi-spec PS fluid is about $32/liter, I was quite motivated to fix it.
