When you reattached the wastegate rod, did it have to be pulled a long way out, and did it take a lot of muscle to get it reattached? If so, it may be that your wastegate is jammed in the open position.
If so, see if you can free it by wiggling a bit by hand. If necessary, you can unbolt the downpipe from the turbo and reach inside the turbo to help (before you remove the downpipe you might rather carry out the various vacuum tests as described earlier, as they require less work).
It's not uncommon, if the rod falls off while the turbo's at full boil, for the pressure to fire the wastegate off violently enough to jam it inside the turbo housing. This may have happened in your case.
