Yes, the ECU triggers the cooling fan. I'm a bit confused by the statement "Both circuits (low and Hi speed) work by bypassing relays but fan does noe come on" - I assume the fan DOES come on when bypassing the relays.
How do you bypass the relays? Do you pull the relays out and jumper the pins on the socket, or did you tie the fan directly to the battery?
The temperature gauge is driven by the EDU. In '95 and later, Saab changed the way the EDU drives the gauge. In older cars, the gauge read pretty much directly, and would move up and down a lot, causing folks much grief and many postings.
In '95, Saab greatly smoothed out the gauge reading - to be exact, the gauge lies. It goes up to somewhere under 9:00 once the engine is warmed up, and basically stays there. It WILL go up to the red, but only if the engine is starting to overheat. So whereas on a '90 it's common to see the temp gauge go up near the red when sitting idling at a light, on a '95 and later, it stays low. Yes, the engine gets warmer, but the gauge is shielding you from the worry.
