When you pull the turn signal assembly, you should be looking at the top of the canister. The body is below that level. But the hoses should be at the level of the turn signal. It may or may not be a tight fit to replace the hoses, depending on how small your fingers are. At a minimum, you should see the large hose from the intake plenum going to that area, and that hose should be attached to something. If it is floating in space, then yes, someone has removed the canister, but that isn't highly likely.
Removing the fender inner liner will give you more access, but it is a minor pain unless you're doing other things in the area. But the canister should be there - on the right side of the car, facing forward.
