I didn't type what I was meaning to say- I was tired. The 4kohm reading was from the signal lead to ground and the voltage on the signal was a steady 23-25mv referenced to ground. Now, one thing where I probably screwed up is that I used an engine ground for reference not the case ground. Regardless, the thing is not even attempting to modulate, so I now question the AMM he has on the car. I'll give him a call and see if he is inclined to look into it.
