You should NOT be able to get any in-out (longitudinal) play on the impeller shaft. But with the engine cold you will probably get some lateral play. That's OK since the oil isn't pressurizing the bearings.
Also, you are in a CS, which aren't exactly peppy, especially if it's an automatic. One of mine is a '95 CS automatic and the difference between that and my '96 CSE 5-spd is huge. However, it should move off nicely and feel pretty good. Sluggish can be a number of things. Be sure to have the car looked at by a Saab indy who will know what to look for.
