The tcs safety valve is how the tcs control unit can activate the limp home mode cable to allow it to move the throttle plate. It does this by releasing the vacuum to the throttle body dash pot. If you are getting limp home mode on acceleration, there is probably a vacuum leak in the system or the red and white one way valve is bad. The one way valve maintains vacuum to the throttle body when there is no vacuum or pressure in the intake manifold. Also the solenoid valve itself could be leaking. You can't bypass it because the control unit looks for vacuum in the throttle body at the correct times and also checks the coil resistance. If there is vacuum before the valve is activated, it will not operate the throttle.
