As Wingerr mentions, you can and must adjust the rears. In order to install the new pads, you need to retract the piston. You do that by removing the 14mm cover nut on the back of the caliper, and use an Allen to retract the piston. If you used a clamp to move the piston back, as is typically done on other cars, and on the fronts of the Saab, you've damaged the caliper.
Once the new pads are in, you should then use the Allen to extend the piston so that the pads just touch the rotor. This is with the parking brake off.
To adjust the parking (E) brake, you need to remove the cover on the lever in the cabin. There is a small screw at the front of the plate with the 'brush' on it. On the back of the parking brake lever are two nuts with a screw head in the middle. These go to the rear brakes. If you spin the rear wheel, you should feel maybe an occasional scrape with the brake off. With the e-brake on (pulled up 3 clicks), you shouldn't be able to turn the tire by hand. If not, adjust the brake at the lever. To do that, hold the screw in the center of the nut stationary with a screwdriver, and turn the nut. Clockwise (tighten) makes the brake come on sooner - loosen means the brake will be looser. You MUST hold the screw stationary. That connects to a cable to the brake caliper. A little turn is OK, but you don't want to wind up and kink the cable. And if you turn the nut and let the screw turn too, nothing tightens.
